THE CONCEPT OF SOCIAL ACCOUNTABILITY MONITORING AND ITS IMPACTS TO OUR PROGRAMS


SOCIAL ACCOUNTABILITY MONITORING (SAM) UFUATILIAJI WA UWAJIBIKAJI KWA JAMII 

SAM is participatory concepts that provides the opportunity for public participation to identify and question various public issues and, in particular the implementation of development projects that utilize public resources. This program provides an understanding of how people should demand clarification, justification, validation and correction; the main objective being promoting transparency and accountability in the implementation of all public activities.
SAM enables the people to identify the five pillars/system which are Planning and resource allocation, Expenditure Management, performance management, Integrity management and Oversight.
Through this program, youth and women, as well as other social groups are encouraged to fully participate in managing the pillars through strategic plans developed in their areas, thus ensuring that leaders and public servants focus on the involvement of citizens by ensuring and prioritizing transparency and accountability to all development projects in their areas.
The Door of Hope (DHWYT) is implementing the program by creating Teams at Ward and District level and building capacity in the process of conducting community accountability monitoring as a comprehensive understanding of accountability monitoring system.

Efficiency     

Through monitoring and    evaluation, we have also learned that it is essential to establish effective systems to document the outcomes of programme interventions. Ensuring the consistency and integrity of our work has sustained our credibility and built levels of trust and satisfaction among our programme beneficiaries. It is also crystal clear that establishment of a network of district coordinators brought Door of Hope closer to its boundary partners including citizens, policy implementers, WEOs, oversight bodies and local CSOs.        

Sustainability          

The involvement of primary beneficiaries (citizens/youth and women) and secondary beneficiaries (Ward Development committees) in our activities is crucial for program sustainability. The level of citizens’ awareness about Door of Hope activities and their involvement in advocacy activities reinforces programme sustainability.
