MKURUGENZI WA DOOR OF HOPE AKUTANA NA KUFANYA MAZUNGUMZO NA MHE. WAZIRI MKUU WA TANZANIA

Katika jitihada za kushirikisha wadau na viongozi wa serikali ya Jamhuri ya Muungano wa Watanzania kazi na programu zinazotekelezwa na Shirika la Door of Hope to Women and Youth Tanzania, Mkurugenzi Mtendaji Ndg. CLEMENCE, Clelinus MWOMBEKI, amekutana na kufanya mazungumzo na Mhe. Waziri Mkuu, Kassim Majaliwa. Pamoja na mambo mengi waliozungumza, Mkurugenzi amepata nafasi ya kumueleza Waziri Mkuu programu mbalimbali za Uwezeshaji Vijana na Wanawake nchini Tanzania na namna Shirika lilivyokuwa na mpango wa kuwafikia vijana na wanawake wengi wa pembezoni. Lengo la Shirika ni Kuwa na Vijana na Wanawake wa Kitanzania waliowezeshwa, wenye uwezo wa kutumia nguvu na akili zao, kubaini na kutumia fursa za kitaifa kwa ajili ya maendeleo endelevu ya Kiuchumi na Kijamii. Baadhi ya programu zinazotekelezwa ni pamoja na Ufuatiliaji wa Uwajibikaji kwa jamii - moja ya programu inayolenga kukuza ushiriki wa vijana wa wanawake kwenye masuala ya umma na hivyo kuongeza uwazi na uwajibikaji kwenye utekelezaji wa Miradi ya maendeleo inayotumia fedha za umma; programu nyingine ni Uimarishaji wa Uchumi na Ujasiriamali, Elimu ya Uraia, Afya unasihi wa Lishe na Huduma, pamoja na Utawala bora kwenye kwenye usimamizi, uvunaji na utumiaji wa mapato yatokanayo na rasilimali gesi, Mafuta na madini.

SEMINA YA MAPITIO NA UTUNGAJI WA SERA MPYA YA MASHIRIKA YASIYOKUWA YA KISERIKALI

Shirika la Door of Hope to Women and Youth Tanzania ni miongoni mwa Mashirika yaliyopata fursa ya kushiriki kwenye mchakato wa kupitia na kutoa maoni ya uboreshaji wa sera ya Mashirika Yasiyokuwa ya Kiserikali na kupata nafasi ya kuudhuria kikao kazi cha siku mbili Bungeni Dodoma ili kupitia kwa kwa kina pamoja na wadau wengine maeneo ya msingi ya uzingatiaji kwenye utungaji wa sera mpya. Tayari kikao kazi kimemaliza uandaaji wa Rasimu ya Sera tayari kwa kuiwasirisha kwenye Wizara husika kama pendekezo la wadau wa sekta. Kikao hiki kimeudhuriwa na Shirika mbalimbali kutoka Tanzania bara, Maafisa wa serikali, Msajiri wa NGOs na kimendaliwa na Baraza la Taifa la mashirika yasiyokuwa ya kiserikali (NaCoNGO).

THRDC ZONAL COORDINATING UNITS

It is our honour to be among of few Organizations attended capacity building workshop to THRDC's Zonal Coordinating Units (ZCU) and a validation of ZCU Operational Guidelines. 
Our Executive Directors Mr. Clemence MWOMBEKI effectively participated on the workshop and was lastly awarded the certificate as Zonal Coordinator (Mtwara, Lindi and Ruvuma). Also as an Organization we received the respect of being appointed as Zonal Coordinating Unit.

ORGANIZATION PROFILE


Organization Background

Door of Hope to Women and Youth Tanzania (DHWYT) is a Non-governmental and non-profit organization in Tanzania striving to promote and empower Tanzanians Youth and Women use their mental and physical abilities, discover and utilize national potentials for sustainable socio-economic development. It was registered in 2017 under the NGOs Act, 2002, and from there commenced implementation of programs in different regions in Tanzania mainland. Current DHWYT has strengthened its interventions in four regions of Mtwara (Mtwara Tandahimba), Lindi (Liwale, Lindi Urban), Kigoma (Kibondo) and Kagera (Bukoba rural and Misenyi).
DHWYT envisages to promote productive participation of youth and women in public matters as the result get access to and improved public social services and trigger inclusive sustainable development. DHWYT believes that, once these two groups are empowered in different aspects, particularly with information, will be able to demand and contribute towards government leadership and structure that delivers services to the people inform of job creation, infrastructure development, quality healthcare, enough and clean water  and education.

Programs Implemented

In ensuring that our vision is attained, DHWYT has six well designed programs with specific objectives. Our vision states “To be with Empowered Tanzanians’ Youth and Women able to contribute their mental and physical abilities, discover and utilize national potentials for sustainable socio-economic development.

  1. Social Accountability monitoring (SAM)
  2. Economic strengthening and Entrepreneurship (ESE)
  3. Civic Education
  4. Health, Nutrition Assessment and Counselling
  5. Youth and Resource governance in Extractive sector (Oil, Gas and Minerals)
  6. Social Ethics, Traditions and Customs

To achieve this, DHWYT burrow way under the following;

  1. Coordinate the formulation of Social Accountability monitoring teams at the ward and district level and capacitate them on Social Accountability monitoring system like Planning and Resource allocation, Expenditure management, Performance Management, Integrity and Oversight role. Conducts community meetings to get citizens to join the team; Women and Youth special representation is the priority.
  2. Provide trainings, host dialogues and creating different platforms to raise civic awareness and voters’ education to women and youth so that they are meaningfully and effectively engaged in governance and electoral processes in their communities.
  3. Formulating youth and women Worth Groups; these groups are provided with financial education and entrepreneurship skills, savings, processing quality products, save and quality packaging, agribusiness and further linking them with micro and financial institutions to be loaned, this helps them expand and improve their productive activities; these efforts helps women and youth (at household level) increase their income and reduce poverty at the same time have self-employment, enough food and nutrition 
  4. Extensive awareness on Reproductive Health, Nutrition assessment and counselling, life skills and hygiene. This is done through formulated VSI Clubs (Vijana Simama Imara clubs) and RM Clubs (Rafiki Mdogo) at Secondary/colleges and primary schools respectively.
  5. Media engagement; local radios and social networks are used to reach majority women and youth and promote their participation in public matters, to be responsible and enforce the government to be transparent, accountable and responsive. Weekend VSI Panel Discussions and VSI Clinics the purpose is  to influence and engage majority youths from different colleges and facilitate them on public affairs through social accountability monitoring approach. It is anticipated when youths from colleges will be effectively facilitated and involved in public matters many significant changes at local communities will be realized, especially holding duty bearers into account and responsive, and involving themselves in productive activities like Agriculture and Business and leadership.

"Tuwawezeshe kwa Rasilimali zetu"


Kwa miongo Zaidi ya mitatu idadi ya vijana nchini Tanzania imekuwa ni Zaidi ya asilimila 60, na hivyo kufanya idadi ya vijana kuonekana kubwa Zaidi ya kundi lolote la kijamii, yaani wazee, wanawake, na watoto. Idadi hiyo inaonekana kwenye maeneo yote ya mijini na vijijini, na hivyo kufanya wadau mbalimbali ikiwemo serikali kuhakikisha kundi hili linapewa kipaumbele kwenye maswala yote ya maendeleo ikiwemo uchumi, afya, siasa, utamaduni na maswala ya kijamii. Jitihada za serikali kwa muda mrefu zimekuwa zikilenga kuona vijana wote wanatumika kikamilifu kwa uzalishaji na kuleta tija kwa taifa kupitia uongozi, maswala ya kilimo, Afya na kukuza teknolojia.
Zimekuwepo kauli mbiu na vibwagizo mbalimbali vya kuhamasisha utayari wa vijana kuwajibika na kutumikia taifa kiuzalendo, vibwagizo kama “Vijana ni nguvu kazi ya taifa”, “Vijana ni taifa la leo” hizi zote zimekuwa zikilenga kuwaandaa vijana kujitambua na kuchukua nafasi yao kama kundi muhimu linalotegemewa na taifa kwenye Nyanja zote za maisha ikiwemo ulinzi na usalama wa taifa letu.
Pamoja na jitihada zote, ikiwemo upatikanaji wa sera ya maendeleo ya vijana na mipango mikakati mbalimbali ya vijana na biashara, vijana na utamaduni, vijana na ushiriki kwenye kilimo; bado kumekuwepo na changamoto kubwa hususani kwenye upatikanaji wa ajira kutoka serikalini na sekta binafsi na ukosefu wa mitaji kwa ajili ya kujiajiri.
Kama zilivyo nchi nyingi barani Afrika, Tanzania pia ni nchi yenye asilimia kubwa ya vijana wasiokuwa na kazi rasmi, na wengi wa vijana hao wanapatika vijijini. Ni miaka ya hivi karibuni ya 2000, nchi yetu imeshuhudia umbwe kubwa la vijana wakihama kutoka vijijini na kuhamia mijini kutafuta ajira na huduma nzuri za kijamii. Kwa upande mwingine ukosefu wa ajira kwa vijana umepelekea mchango wa vijana kwenye taifa lao kuwa mdogo na wengine kutokuwa na mchango kabisa kwenye ujenzi wa Taifa. Ni mara nyingi na kwenye maeneo mengi ya Tanzania, Mikoani na wilayani, Mjini na Vijijini tunashuhudia  vijana wengi wakijihusisha na matendo ya hatari kama uzururaji, uvutaji wa bangi, sigara na madawa ya kulevya, wizi, ujambazi wa kutumia silaha, umalaya na ukatili; haya yote yamepelekea vijana kutoaminiwa na kutoshirikishwa kwenye shughuli na masuala mengi ya kijamii na kitaifa. Mfano, ushiriki wa vijana kwenye mipango na mgawanyo wa rasilimali za maeneo yao (Mitaa, kata, wilaya, Mkoa na Taifa). Hali hii imewanyima uwakilishi wenye tija na unaofuata mtiririko kwenye maeneo na ngazi mbalimbali za serikali.
Tukiwa tunashuhudia matendo ya hatari kwa vijana waliowengi nchini, bado tunasikia jamii inalia juu ya maadili duni na ya kutilia shaka juu ya Mavazi, Lugha, na matendo yasiyokuwa na dhamiri iliyohai. Door of Hope to Women and Youth Tanzania (DHWYT), imejizatiti na imejipanga kuendelea na program mbalimbali za kuwawezesha na kuwasaidia vijana kwenye nyanja zote za kiuchumi, Kijamii, Kitamaduni, kisera, na kimfumo. DHWYT siku zote tumeweza kufanya haya yote kwa mafanikio kwa kushirikiana na wadau mbalimbali wa vijana kutoka ndani na nje ya nchi, Serikali ya Tanzania ikiwa ni mdau namba moja. Mbinu ya Utetezi zinatumika kutatua changamoto zote za vijana za kimfumo na kisera, na kwenye changamoto za uelewa(haki na wajibu) na hamasa kwa vijana, mbinu za Mafunzo ya kujengeana uwezo, Makongamano, mikutano, midahalo na uundaji wa vikundi vya vijana wenye mlengo mmoja zitatumika. Programu kama “Elimu ya Uraia, ufuatiliaji wa uwajibikaji kwa jamii”, “Uimarishaji wa Uchumi na Ujasiriamali”, “Vijana na Maadili ya Jamii ya Kitanzania” pamoja na programu ya “Vijana na Mawasiliano” zimeendelea kutolewa na shirika. DHWYT kama taasisi ya kuwezesha vijana na wanawake nchini Tanzania itatekeleza programu hizi nchi nzima.

KUHUSU “DOOR OF HOPE TO WOMEN AND YOUTH TANZANIA (DHWYT)”

DHWYT ni shirika lisilokuwa la kiserikali lililojipambanua na kujizatiti kufanya kazi ya kusaidia na kuwezesha vijana na wanawake nchini Tanzania. DHWYT limesajiliwa kwa mujibu wa sheria namba 24, ya 2002, na nambari ya usajasili ni 00NGO/0009273; na hivyo kupewa mamlaka ya kutekeleza miradi ya maendeleo ya vijana na wanawake Tanzania bara. Hadi sasa shirika limeweza kuimarisha shughuli za uwezeshaji kwenye wilaya saba ndani ya mikoa ya Lindi, Mtwara, Kagera na Kigoma, na lengo ni kufikia Mikoa yote ya Tanzania bara.
Lengo kuu la taasisi, ni Kuwa na Vijana na Wanawake waliowezeshwa wenye uwezo wa kutumia akili na nguvu zao, kubaini na kutumia fursa za kitaifa kwa ajili ya maendeleo endelevu ya kijamii na kiuchumi.
Shirika la DHWYT mpaka sasa limeweza kuwafikia vijana na wanawake kupitia programu za *Uwezeshaji wa kiuchumi na ujasiriamali *Ufuatilianji wa Uwajibikaji kwa jamii *Elimu ya Uraia *Afya, Unasihi wa Lishe na Huduma, pamoja na *Utawala bora kwenye tasnia ya uziduaji –gesi, mafuta na madini.
Katika kufanikisha ufikiwaji wa vijana wengi, shirika limekuwa likitumia njia ya kukusanya rasilimali kutoka nje na ndani ya nchi, kwa kuwafikia sekta binafsi,mashirika ya umma, wadau wa maendeleo, vijana na wanawake kuchangia mahitaji na bajeti kubwa ya taasisi.

Tokea uwanzishwaji wa mashirika yasiyokuwa ya kiserikali na Asasi za kiraia nchini tanzania pamekuwepo na utegemezi wa misaada na ruzuku za uwanzishwaji, uimarishaji na uendelezaji wa miradi mbalimbali ya maendeleo kwa makundi yote ya kijamii, hasa watoto,vijana na wanawake kutoka kwa wadau wa maendeleo wa nje ya Tanzania (Wafadhili na Wabia). Kwa mazingira hayo utelekezaji wa shughuli za uwezeshaji, utetezi na huduma zinategemea hali ya kiuchumi, kisiasa na kidiplomasia kwenye nchi husika. Mpaka sasa asilimia 97 ya pesa zinazoendesha miradi ya maendeleo kwenye programu na miradi ya utetezi, huduma za moja kwa moja na uwezeshaji zinategemea vyanzo ya nje (donors) na hivyo kukosa uendelevu pindi miradi au programu zinapofika mwisho pia kutoweza kutekelezwa pale wafadhili watakaposhindwa kutoa pesa kwa wakati kutokana na ucheleweshwaji au hali ya kiuchumi kwenye nchi wahisani.
Kwa uzoefu na changamoto hizo, Shirika la Door of Hope to Women and Youth Tanzania (DHWYT) linaendesha mpango maalumu wa “Tuwawezeshe kwa Rasilimali Zetu” (TRZ – Program) kama mpango wake wa ukusanyaji rasilimali, Lengo la mpango huu ni Kuhamasisha ushiriki wa watanzania wote waliofanikiwa kuona umuhimu wa kuchangia mipango ya uwezeshaji wa makundi ya pembezoni na hasa vijana, Wanawake, na Watoto. Mpango huu unalenga kuomba Wasanii vijana, taasisi binafsi, taasisa za umma, viongozi wa umma, wafanyabiashara na wazalendo kujitoa na kuchangia gharama za miradi ya kijamii inayolenga kuwasaidia vijana na wanawake kwenye Nyanja za kiuchumi, afya, elimu ya uraia, na ushiriki wa vijana kwenye masuala ya umma.

Katika kufanikisha utelekezaji wa programu DHWYT inatekeleza mpango wa TRZ wenye lengo la Kuhamasisha na kukusanya rasilimali fedha na vitu kutoka kwa wadau wa maendeleo wa ndani ya nchi wakiwemo Makampuni, Wasanii na Watu binafsi waliofanikiwa ili kuweza kufanikisha ufikiwaji wa vijana na wanawake wa pembezoni na vijijini.

       1. Kupunguza utegemezi wa wahisani wa nje ya nchi

      2.  Kuongeza ushiriki wa watanzania wazalendo hasa vijana kuona umuhimu wa uwezeshaji wa watanzania wenzao kwa rasilimali zetu wenyewe.

    3.  Kufanikisha upatikanaji wa rasilimali kwa asilimia 100 na kuchangia uelewa wa wananchi kwenye kue
ndeleza na kusimamia miradi ya maendeleo

4. Kutoa nafasi kwa serikali, kuona namna inavyoweza kuwa na kikapu cha pamoja cha wadau kuchagia maendeleo ya ndani kama zilivyo nchi nyingine zilizoendelea

THE CONCEPT OF SOCIAL ACCOUNTABILITY MONITORING AND ITS IMPACTS TO OUR PROGRAMS


SOCIAL ACCOUNTABILITY MONITORING (SAM) UFUATILIAJI WA UWAJIBIKAJI KWA JAMII 

SAM is participatory concepts that provides the opportunity for public participation to identify and question various public issues and, in particular the implementation of development projects that utilize public resources. This program provides an understanding of how people should demand clarification, justification, validation and correction; the main objective being promoting transparency and accountability in the implementation of all public activities.
SAM enables the people to identify the five pillars/system which are Planning and resource allocation, Expenditure Management, performance management, Integrity management and Oversight.
Through this program, youth and women, as well as other social groups are encouraged to fully participate in managing the pillars through strategic plans developed in their areas, thus ensuring that leaders and public servants focus on the involvement of citizens by ensuring and prioritizing transparency and accountability to all development projects in their areas.
The Door of Hope (DHWYT) is implementing the program by creating Teams at Ward and District level and building capacity in the process of conducting community accountability monitoring as a comprehensive understanding of accountability monitoring system.

Efficiency     

Through monitoring and    evaluation, we have also learned that it is essential to establish effective systems to document the outcomes of programme interventions. Ensuring the consistency and integrity of our work has sustained our credibility and built levels of trust and satisfaction among our programme beneficiaries. It is also crystal clear that establishment of a network of district coordinators brought Door of Hope closer to its boundary partners including citizens, policy implementers, WEOs, oversight bodies and local CSOs.        

Sustainability          

The involvement of primary beneficiaries (citizens/youth and women) and secondary beneficiaries (Ward Development committees) in our activities is crucial for program sustainability. The level of citizens’ awareness about Door of Hope activities and their involvement in advocacy activities reinforces programme sustainability.

Uundaji wa timu za SAM kwenye wilaya ya Mtwara, lengo ni kuboresha upatikanaji wa huduma za jamii kama Elimu, Maji, Afya, na miundo mbinu. 

Social Accountability Monitoring- SAM ni dhana shirikishi kata ya wananchi na viongozi au watoa huduma yenye lengo la kuhimiza uwazi na uwajibikaji hususani kwenye utekelezaji wa miradi ya jamii/umma. 

Zoezi la uundaji wa Timu za SAM ngazi ya kata na wilaya umasimamiwa na kuratibiwa na shirika la Door of Hope.

Zoezi la Uundaji wa kamati za Ufuatiliaji wa Uwajibikaji kwa jamii (SAM) Unaendelea katika wilaya ya Mtwara. Lengo ni kushirikisha wananchi kwenye uboreshaji wa huduma za jamii kama Afya, Maji, Elimu, na miundo mbinu. 

Shirika la Door of Hope linasimamia zoezi la uundaji wa kamati hizi kwenye baadhi ya kata na mwisho kuunda kamati ya wilaya.

Door of Hope Tanzania (DHWYT ) tunawafikia na kuwawezesha vijana na watoto kupitia klabu maalumu mashuleni na wasiokuwa shuleni.

YOUTH AND RESOURCE GOVERNANCE IN EXTRACTIVE INDUSTRY

EXTRACTIVE SECTOR IN TANZANIA AND GOVERNANCE SITUATION 

Tanzania’s extractives sector is quite elaborate with active exploitation of mineral resources ranging from Tanzanite, gold, diamond, uranium and iron ore to natural gas and fossil fuel. Gold is the country’s largest non-traditional goods export. Tanzania’s gold exports increased from $1.16 billion registered in the year February 2016 to $1.46 billion (Sh3.2 trillion) in February 2017 according to Bank of Tanzania.
Over the past few years Exploration for oil and gas along the coast has also increased which has seen major oil companies in the region such as Total-France pledging to work with Tanzania’s ministry of energy to undertake exploration in four lakes Tanganyika, Eyasi, Wembere and Rukwa. Furthermore, production of natural gas from large proven reserves has started to ease Tanzania’s chronic power shortage.
According to Tanzania’s vision 2025, the extractives industry presents huge opportunities for spurring economic growth, employment and sustainable development.
However, despite being the country's leading sector in export and Foreign Direct Investment (FDI) earner, there rising concerns that the extractive industry in Tanzania has failed to spur economic growth and create new job opportunities. Although the country is endowed with huge potential of minerals all under active exploitation, its contribution of less than 1% of the country's labor force goes to show how its contribution to overall economic development is still scant.
 Amongst certain stakeholders, there is a feeling that the mining sector could be contributing much more to the national exchequer than it currently is. The legislative and legal regimes around the mining sector, it is argued, seem to lean more towards encouraging foreign investment than to promoting and safeguarding the interests of the wider Tanzanian population

The Problem

Although governments have attempted to cope with the new developments in the extractive sector through development of appropriate policy and legal frameworks, these have not had the effect of transforming it into an engine of growth that many citizens especially the majority youth expect.
More so, lack of transparency and accountability, secrecy in contracts negotiation processes ,licensing, poor management of the resettlement and compensation processes, violation of land rights and minimal public participation in major decision making processes all indicators of poor governance continue to characterise the sector . Only the government and companies (investors) have been negotiating the two sides’ benefits, but for big extent local communities who host the resources or own land where extractions take place have been not involved.
Leaders have continued to meet at high level meetings to sign protocols, treaties, memoranda, roadmaps, licences, Production sharing agreements, and action plans, detailing deeper engagement and development projects with less involvement of the youth yet any decisions made today will greatly impact on them                 
This has brought about an ongoing public debate on whether the government receives a ‘fair share’ from its extractive deals, and whether revenues are being used for the benefit of all citizens. There are also concerns over the harmful impacts of the industry on the environment.
Moreover, the fraught issue of the livelihoods of those people who have been moved from their homes and farms to give way to mining activities remain unresolved. Furthermore, there is little or no evidence to show that the increase in the extraction of the country’s natural resources has actually contributed to a reduction in poverty levels.
Door of Hope to Women and Youth Tanzania (DHWYT)  intends to empower youth to effectively participate and promote good governance in Tanzania’s extractives sector. The overall objective of the proposed project is to empower youth through awareness raising and capacity building to demand for transparency, accountability and public participation in Tanzania’s extractives sector.
Tanzania’s population comprises mostly young people, 65% according to the 2012 population census. The youth thus stand to benefit the most if revenues from the extractives industry are well allocated. Extractives revenues can solve problems like chronic unemployment and provide better quality education and health facilities for young people. Conversely, if these revenues are not well planned for, the youth, as the future generation, will suffer the most. They will also suffer other social, economic and political consequences that often come with the mismanagement of extractives resources a case in point  oil in Africa- For instance increased poverty and income inequality, corruption and a general break down of government systems and the rise of an individualistic state where every citizen struggles on his or her own to survive.
It is thus important that the youth use their huge numbers to speak now and avert a looming resource governance crisis in Tanzania. Youth, in particular, are a very  influential voice not just to fellow young people but also to older people who look up to them for more informed points of view on different issues.
For the Tanzania’s extractives sector to benefit all especially the common people the Youth who form a critical mass need to champion the demand for transparency and accountability in the sector.
